The Kololian Family Scholarship for International Law Students
INTRODUCTION
Vahan Kololian is a graduate of the Common Law section (class of 1979) of the Faculty of Law at the University of Ottawa. Mr. Kololian is the volunteer founder of the Mosaic Institute, based in Toronto, whose mission is to collaborate with Canada’s ethno-cultural communities whose homelands are in conflict to promote peace and reduce conflict internationally. Mr. Kololian’s stated interest in partnering with the Faculty of Law at the University of Ottawa is to strengthen these interests through capacity building and by promoting international co-operation with a focus on human rights, transparency, governance, trade and public policy. The Faculty of Law, Common Law Section has an excellent graduate program which attracts scholars from many countries around the world. These scholars are better equipped to affect positive change in their countries of origin.
PURPOSE OF FUND
This scholarship enables two law graduates – one ethnic Chinese from China, and one ethnic Tibetan from either China or from the Tibetan community outside of China – to travel to Canada for a 12-month period to earn a Master of Laws Degree (LLM) at the University of Ottawa. A condition of the scholarship is the desire to work with the other recipient on a specific project. Applicants’ personal statements and research proposals will be the determining factors.
Eligibility Criteria
The applicant must:
- be admitted as a full-time student to the LL.M. or PhD program at the Faculty of Law of the University of Ottawa;
- hold an undergraduate degree in Law from a foreign university before beginning studies at the University of Ottawa and have a minimum average of B (70%) based on final marks at the end of the fourth year of study;
- be fluent in either French or English, with a certificate confirming language proficiency; and
- submit a proposal detailing the research that they will undertake during their program at the University of Ottawa
Note: The awarding of the scholarship is conditional to meeting all the criteria listed above.
Value of the award:
$40,000, which is disbursed for travel costs, tuition, books, health insurance, accommodations and meals and some miscellaneous.

APPLICATION PROCEDURE
Before applying to the scholarship, applicants must submit, by March 1, a complete application for admission to the LL.M. or PhD program at the Faculty of Law of the University of Ottawa. Visit llmphd.uottawa.ca for more information.
Once the application for admission is complete, the application to the scholarship must be made through Online Scholarships and Bursaries, which can be accessed through bourses.uOttawa.ca or www.uOzone.uOttawa.ca. Applicants will require a University of Ottawa Infoweb account to access Online Scholarships and Bursaries. Infoweb login information will be provided to applicants as they complete their application for admission.
Applications should include:
- the Curriculum Vitae on Online Scholarships and Bursaries;
- the applicant’s research proposal (max. 5 pages);
- one letter of support from an academic source; and
- a personal statement from the applicant detailing why he/she is applying to the scholarship.
Note: The Faculty of Law will take the applicant’s official transcripts covering all previous university studies and English or French proficiency test scores from their admission file.

Asia Pacific Foundation of Canada (APFRG)
Edward Barry McDougall Memorial Scholarship for Graduate Studies in Law
Edward “Barry” McDougall was an expert in energy law and served as a volunteer board member with the Canadian Bar Association (CBA) promoting the Association’s Eastern and Central European legal programs to young lawyers. Barry and his wife, Anne, travelled with the CBA professional development team to Eastern Europe each summer. Each September when they returned home, they would host all the interns. The McDougall’s grew close to many of the young interns and would invite them and their families into their home to celebrate special events and holidays. These relationships often continued after the families had returned to Eastern Europe.
After a six year battle with cancer, Barry passed away in 1999. In 2000, Anne McDougall, and their three children—Drew, Catherine and Elizabeth—decided to establish the Edward Barry McDougall Memorial Scholarship at the University of Ottawa to celebrate his extraordinary accomplishments and to continue sharing his deep passion for teaching young Polish lawyers the intricacies of Canadian law.
Eligibility Criteria
The applicant must:
- be admitted as a full-time student to the LL.M. program at the Faculty of Law of the University of Ottawa;
- hold a Magister in Law from a university in Poland before beginning studies at the University of Ottawa and have a minimum average of B (70%) based on final marks at the end of the fourth year of study;
- be fluent in either French or English, with a certificate confirming language proficiency; and
- submit a proposal detailing the research that they will undertake during their program at the University of Ottawa
Note: The awarding of the scholarship is conditional to meeting all the criteria listed above. The recipient is expected to remain at the University of Ottawa for a full year (fall, winter and summer semesters). Should they discontinue their studies at the University of Ottawa before the end of the year, all future installments of the scholarship will be suspended.

Level of Scholarship – Master’s or Doctoral Students
The Scholarship will be available for one year to a master’s student or for two one-year periods for a doctoral student pursuing graduate studies at the University of Ottawa (not restricted to Law). The Scholarship will be awarded in accordance with the Donor’s non-exclusive preference that the Scholarship be used to support students from developing countries and from member institutions of the IUCN Academy of Environmental Law (for a list of member institutions, please consult the Academy’s website: http://www.iucnael.org/).
Eligibility Criteria
The applicant must demonstrate academic excellence and propose a suitable area of study that is generally consistent with the aims and objectives of the IUCN Academy of Environmental Law.
Scholarship Application Procedure
Scholarship applications must be sent to the Manager, Marketing and Communications, Faculty of Law, Common Law Section and include:
- A copy of the applicant’s academic transcript.
- A copy of the applicant’s curriculum vitae.
- Two (2) typed letters of support from academic sources.
- A letter from the applicant addressed to the Selection Committee and detailing the proposed program of study (research paper or thesis).
IMPORTANT: Applicants must also submit a complete application for admission to the Graduate Studies in Law Program at the University of Ottawa by March 1, 2015. Nicole Senécal Graduate Scholarship in International Law
The Nicole Senécal Graduate Scholarship in International Law was set up in 2006 by Nicole Senécal on the 40th anniversary of her graduation from the LL.L. program in the University of Ottawa’s Faculty of Law. Nicole Senécal also holds a Diplôme d’études supérieures in public international law from the University of Nice, in France. She was admitted to the Barreau du Québec in 1967. During her long career in the Canadian public service, Ms. Senécal held important positions in foreign affairs, international cooperation, communications and public management. Until recently she was a board member of the Asia Pacific Foundation of Canada, the World Vegetable Center in Taiwan and Vice-Present of the Friends of Library and Archives Canada. She is currently an external member of CIDA Audit Committee.
The scholarship is aimed at students who plan to conduct field research in a developing country, and international students who come from a developing country.
Eligibility Criteria
- be registered in a Masters or PhD program at the Faculty of Law. Please note that you must be registering for the Fall 2014 session;
- specialize in international law; and
- a) submit a proposal for field research in a developing country. A strong preference will be given to the area of good governance. The applicant could use his or her knowledge to provide a support role to strengthen an organization whose mission is to promote and protect women’s rights and, as the case may be, children’s rights; ORb) be an international student from a developing country registered in a Masters or PhD program at the Faculty of Law.
Application procedure
Applications must be made to the Admissions Officer, Graduate Studies, of the Faculty of Law and should include:
- a copy of the applicant's academic transcript;
- a copy of the applicant't curriculum vitae;
- a letter from the applicant addressed to the selection committee detailing his/her interest in the scholarship; and
- a research proposal, detailing any field research if applicable.
